In fall 2019, the Research and Assessment Design (RAD) team presented this research at the American Educational Research Association (AERA) regional affiliate's research conference (the Northern Rocky Mountain Educational Research Association). 

At the conference, the RAD team received the NRMERA Distinguished Paper Award for their work. 

The Research and Assessment Design (RAD) team was tasked with evaluating the implementation of the strategic plan, also known as Jeffco Generations, Transforming the Student Task, or Transforming the Student Learning Experience. There are multiple aspects of this support, including:

• System Indicators;
• Continuous Improvement Partners with tactic leads; and
• Continuous Improvement feedback and support on the strategic plan implementation.

To study the implementation of the strategic plan, the RAD team used the Concerns-Based Adoption Model (CBAM), specifically Stages of Concern Surveys and Levels of Use Interviews. There were two phases of this work - Phase I included District Level leadership and school principals and Phase II included work with four Jeffco schools (three elementary and one high school).

Concerns-Based Adoption Model for Studying Change

The Concerns-Based Adoption Model (CBAM) is an approach to evaluating change processes. CBAM has three judgement-free components:

1. The Stages of Concern (SoC) survey has 35 survey items and identifies individual attitudes and beliefs of change agents and how they align with the innovation; 

2. The Levels of Use (LoU) interviews identify individual behaviors and actions of change agents involved in an innovation and categorizes behavior changes into variations of use and non-use; and

3. Innovation Configuration Maps (ICM) clearly define the innovation including the varying stages of implementation and the components within each stage.

For our purposes, we used SoC surveys and LoU interviews, but did not use ICMs.
