ACCOUNTING/FINANCE

The accounting/finance department manages the general ledger, monitors all financial transactions, provides reports on the status of funds, prepares the Comprehensive Annual Financial report and quarterly financial reports, handles bank reconciliation, conducts financial database analysis, assists the district's independent external auditors with the annual financial audit, and manages all internal audits to ensure compliance at the school and department level. Accounting is also responsible for food service billings and coordination of and billings for facilities and building use.

ACCOUNTS PAYABLE

Accounts Payable reviews and/or processes all vendor payments, all travel payments, and all independent contractor payments and reporting for the district. The department also provides vendor and voucher support and communicates policies and procedures to departments and school secretaries.

ADULT EDUCATION

Jeffco Public Schools has several programs serving adults. McLain High School has a program serving adult students who are interested in earning a high school diploma. The district also offers adult English as a second language (ESL) courses and adult literacy classes.

BOARD OF EDUCATION

The Jefferson County Board of Education is the policy-making body of the School District. Its powers and duties are set by state law. The Board is responsible for educational planning and evaluation, staffing and appraisal, school facilities, financial resources and communication. The Board acts as a court of appeal for staff members, students and the public on issues involving board policy or implementation of that policy.

BUDGET & TREASURY

Budget management is responsible for preparing the district's annual budget, tracking expenditures and managing cash flow, banking and investments for the district. They prepare complex analysis and reports for district leadership including the Board of Education and cabinet. The team provides centrally based direct budget support to principals through budget analysts for student based budgeting (SBB) and to departments for budgeting for outcomes (BFO).

The compliance and assurance section of the budget department provides direct support to school secretaries through the School Accounting Support Team (SAST) and handles grant accounting support to schools and departments including to accurate and timely processing of financial reporting and analysis of cash flows, and transactions related to requests and disbursement of grant monies.

BUILDING & SITE MAINTENANCE

The role of the Building & Site Maintenance department is to manage, coordinate and provide building maintenance and landscape services for school and administrative sites and to maintain or provide all elements of a school and administrative site infrastructure, including structural, electrical, plumbing, mechanical, electronic, relocatable buildings, pavements and grounds.

CAREER AND TECHNICAL CENTER (CTE)

CENTRAL MAILROOM SERVICES

The mailroom is located at 809 Quail Bldg #1, south side dock. The mailroom is responsible for sorting and delivering first class mail and interoffice mail to 12 district offices and various schools during the school year. In the summer we expand and deliver to schools district wide. The mailroom also does the metering for outgoing mail and delivers to the U.S. Post Office daily. Both schools and departments can benefit from our non-profit bulk mailing services, school newsletters and other school related business. CHIEF ACADEMIC OFFICER

The Chief Academic Officer is responsible for the Educational Research & Design (ERD) Department. ERD oversees Curriculum & Instruction, Teacher Learning (Educator Learning), Early Learning, Instructional Data Reporting, and Student Data Privacy & Reporting. ERD's focus is to enhance student experiences by supporting our schools to help each student. We strive to provide each child the individualized attention and opportunities needed to have a bright future. Jeffco Public Schools is proud of the numerous awards our leaders and teachers earn as well as the outstanding achievements earned by our students. ERD oversees and supervises all academic programs from preschool to post-secondary opportunities, programs for Dual Language (DL) populations, English Language Learners (ELL), instructional technology, educational research and assessments, grants and federal programs, as well as compliance and policy regulations. CHILD WELFARE PROGRAMMING

Child Welfare Programming is a unit within the Student Engagement Office. This team provides support for District staff regarding their child protection/mandatory reporting responsibilities. The team supports students who have experienced out of home placement through supports such as Fostering Opportunities. The responsibilities for the Best Interest Determination Process are handled through the Child Welfare Education Liaison in this unit.

COMMUNITY AND FAMILY CONNECTIONS

The Community and Family Connections program (formerly Homeless and Medicaid Services) provides comprehensive support to students experiencing homelessness in Jefferson County through identification and assessment of individual need. The mission of Community and Family Connections is to foster quality education by providing one-on-one assistance with basic needs, prompting close working relationships between families and school district personnel, and encouraging collaboration between the school district and community agencies. The department also provides enrollment and outreach for Medicaid and CHP+ health insurance.

CONSTRUCTION MANAGEMENT

The mission of the Department of Facilities Planning and Construction Management is to provide the professional expertise, information, and leadership necessary to plan, design, and construct efficient safe and sound learning environments that support the District's Mission of providing a quality education that prepares all children for a successful future. ENERGY MANAGEMENT

The Energy Management staff works to provide a safe, healthy and comfortable teaching and learning environment, while conserving utility usage and costs. Electricity, natural gas, water, and sewer costs are monitored and analyzed to develop additional strategies for savings. The Energy Management team provides consulting and management support activities related to utility payments and conservation of natural gas, electricity and water, including the management of transport natural gas and energy performance contracts. Assistance is also provided to staff and students for energy conservation educational programs.

Environmental Services Department Mission

Ensure a safe and healthy environment for learning, promote sound ecological management of District resources and reduce liability by facilitating compliance to regulatory mandates. District Role: Oversee the district's compliance with state and federal environmental regulations, serve as liaison to environmental regulatory agencies, communicate and coordinate compliance activities with schools and supporting departments.

Notices

Notice of Stormwater Program: Notice is hereby given that Jeffco Public Schools is seeking input on the implementation of their stormwater program as required by the Colorado Department of Public Health and Environment. This program requires that the school district implement a program that educates the public and prevents water pollution from our sites. A copy of the current program can be obtained from Environmental Services by calling 303-982-2349. Any input or questions are welcomed.

Asbestos Management Plans: In compliance with federal guidelines, Jeffco Public Schools make asbestos management plans for schools and other district facilities available for public inspection. Parents, employees or interested citizens may review the management plan for any school facility and have copies made at their own expense. Each school's management plan is available at the school, and plans for all district buildings are on file at the Jeffco Public Schools' Office of Environmental Services, 809 Quail St., Building 4, Lakewood. ESL/DUAL LANGUAGE

ESL/Dual Language Department  includes ESL (English as a Second Language) Programming, Dual Language Education., Translation and Interpretation Services plus Adult ESL & Literacy for over 4500 multilingual learners and over 145 different languages.   ESL and Dual Language staff consist of administrators, ESL/DL Resource Teachers, Elementary & Secondary ESL  teachers and tutors, who provide and support instruction in all district schools.  Translation and Interpretation Services staff include bilingual interpreters and translators, technicians and a Coordinator.  The programs also provide services to immigrant, migrant and refugee students, facilitate ESL and Dual Language staff development for educators, and assist classroom teachers in developing ESL/Dual Language strategies for teaching English language learners.

Financial services is responsible for leading, advising and consulting with the school district, government entities, citizens, and professional organizations on financial issues. Financial services is responsible for conducting school and department audits and ensuring compliance with district financial policies and procedures as well as federal, state and local regulations. GRANTS ACQUISITION & MANAGEMENT

Grants Acquisition and Management is responsible for the review and submission of all grant proposals and facilitates the grant submission process.

When considering applying for a grant, schools and departments must take into account the cost effectiveness of acquiring the grant. Most grants require measurement techniques, evaluating results, and reporting the results of the evaluation. Administrative costs associated with the implementation of the grant must be compared to the benefit of obtaining the grant to ensure that the majority of funds are spent to support students and their achievement.

HEALTH EDUCATION

Health Services

The Health Services team strives to remove barriers due to health concerns to encourage educational engagement by providing high quality nursing and health services to support and advocate for student health needs in close collaboration with families, staff and the community. School nurses have specialized training and expertise in prevention, health promotion and management of health concerns.  Nurses provide expertise and guidance to students and staff with preventive care ensuring immunization compliance, vision and hearing screening, as well as acute and emergency care.  We also ensure appropriate referrals to services both within the district and in the community.

HEALTHY SCHOOLS 

Healthy Schools Colorado has funded Jeffco Public Schools to utilize the Coordinated School Health (CSH) Model in schools and to support efforts related to physical activity, nutrition and chronic disease management.

HOMEBOUND INSTRUCTION PROGRAM

The Homebound Instruction Program (HIP) is designed to serve students who are unable to attend school for an extended time because of a physical and/or emotional health concern. This unique program is available to students who are enrolled in a Jefferson County Public School, but is not a component of the Special Education Home Instruction Program (RECONNECT), Home Based, or Home School Programs. As a district-wide support, HIP is not a stand-alone program and relies upon the direction and support of the home school to provide instructional materials, assignments, and all tests. While HIP cannot replace the classroom experience, unique accommodations are developed to provide educational support for each student. Parents, home school, and HIP all work consistently toward positive collaboration for the benefit and success of the student.

INSTRUCTIONAL DATA REPORTING

Instructional Data Reporting is responsible for providing internal, state, and federal student reporting including October Count, Free and Reduced Rates, Graduation Rates, Completion Rates, Dropout Rates, Mobility Rates, Discipline Counts, Attendance and Truancy Rates, and the Office of Civil Rights Data Collection. In addition, the department works with schools to verify CDE reporting data in the student information system.

INSTRUCTIONAL DATA SERVICES

The department’s focus advances skillful teaching by providing leadership and support in the ongoing collection, reporting, analysis, and interpretation of multiple forms of data for  instructional decision-making.. Instructional Data Services (IDS) supports state and district assessments like CMAS, SAT, NWEA MAP, and Acadience, as well as district-wide surveys regarding student, family, and employee engagement. IDS also provides instructional program evaluation, internal studies and external research requests. This department assists with state accountability processes including School Performance Frameworks, Unified Improvement Plans and Requests to Reconsider school ratings. Internal Audit

The main purpose of internal auditing is to conduct school audits to ensure ethical and fiscally responsible financial management and to review school and department financial and operating controls, transactions and accountability of physical and financial assets for conformity with district regulations, policies and procedures and audit standards and best practices. The internal auditor is committed to working with management to mitigate the risk of fraud, identify and assess risk in departments, and provide recommendations for improving processes.

The internal auditor reports to the Finance Director and works closely with the chief school innovation and effectiveness officer, achievement directors and principals to ensure that follow up on any audit findings is adequate and proactive in enforcement of policies and strengthening of internal controls. The internal auditor also supports the activities of the School Accounting Support Team and plays a lead role in recommendations for training principals and school secretaries with regard to financial services procedures. The internal auditor communicates directly with the district's Audit Committee regarding the annual audit work plan, any audit findings, audit response follow up, and the outcome of any recommendations for changes to district policy or procedures.

Jeffco School Age Enrichment (SAE) provides quality, licensed child care services in the elementary schools throughout Jeffco Public Schools. Jeffco SAE strives to provide a true enrichment program in which we plan very intentionally for learning experiences in the out-of-school hours to support the success of students. Medicaid

The Medicaid program is now part of The Community and Family Connections program. Community and Family Connections provides comprehensive support to students experiencing homelessness in Jefferson County through identification and assessment of individual need. The mission of Community and Family Connections is to foster quality education by providing one-on-one assistance with basic needs, prompting close working relationships between families and school district personnel, and encouraging collaboration between the school district and community agencies. Migrant Education

The federal Migrant Education Program (MEP) is authorized by Title 1-Part C of the Elementary and Secondary Education Act. Title 1-Part C provides formula grants to State Educational Agencies to establish or improve education programs for migrant children. MEP utilizes these grants to provide additional educational opportunities for migrant children in order for them to:

  • Succeed in the general educational K-12 program,
  • Meet the challenging state academic content and student academic achievement standards, which is expected of all students, and

Payroll

The payroll department is responsible for processing pay adjustments, leaves, terminations, garnishments, and other employee actions affecting pay. Other responsibilities of the team include generating year-end tax forms, reconciling withholding accounts, establishing payroll policies and procedures, and maintaining employee payroll records and reports required by the Jefferson County School District, State and Federal governmental agencies. In addition, the department provides one-on-one assistance to employees regarding payroll issues and questions. Physical Education

Planetarium

The Robert H. Johnson Planetarium is owned and operated by the Jeffco Public School District. The planetarium was constructed in 1963 with a grant from the National Science Foundation as part of an effort to boost science education and awareness in students. Approximately 40,000 students attend the planetarium each year. To date an estimated 1.4 million students have attended the planetarium. The planetarium works closely with the district's science and social studies teams to develop programs that meet district curriculum goals. All of the planetarium programs are aligned with local, state and national standards.

The mission of the Department of Planning & Property is to provide quality educational environments for all Jeffco students and staff. The role of the Department of School Leadership is critical to the success of all Jeffco neighborhood, option, and charter schools. The office mission is to lead continuous school improvement by monitoring and evaluating school effectiveness, student achievement and implementation of curriculum. Social Studies

Social Studies is comprised of the major social science disciplines of Civics, Economics, Geography and History. Jefferson County’s K-12 Social Studies curriculum is based on the Colorado State Model Content Standards for these four areas. The elementary and middle school curriculums are designed to address all four sets of standards and the high school curriculum is based on individual courses based on one of the four sets of standards. Beginning with the graduating class of 2013, Jefferson County students will be required to take 3.5 credits in social studies to graduate. This includes specific courses in Civics, Geography, U.S. History, World History and Economics.
